Kern County district attorney background investigator Veronica Alvarez was puzzled. Why, she wondered, was her boss, District Attorney Cynthia Zimmer, hiring Lt. David Hubbard from the Kern County Sheriff's Office after Sheriff Donny Youngblood wanted him fired.

Documents filed in a Commission on Peace Officers Standards and Training investigative summary and findings show that a lengthy KCSO internal affairs investigation revealed Hubbard had twice engaged in an inappropriate sexual relationship with a woman under his direct supervision in his office while on duty. KCSO investigators also found Hubbard destroyed evidence, interfered with criminal and internal affairs investigations for personal reasons, and improperly shared confidential information with the woman he had sex with, according to the POST findings.
